PROPOSED PHA ANNUAL PLAN (FY 2026)
PUBLIC COMMENT AND PUBLIC HEARING

The Housing Authority of the County of Alameda (HACA) is releasing the Proposed Annual Plan (FY 2026) for public comment.  The Plan is a guide to HACA’s policies, programs, operations, and strategies for meeting local housing needs for the period of July 1, 2026, to June 30, 2027.

Staff has prepared the Plan, using HUD’s streamlined Annual Plan template. The Plan must be submitted to HUD by April 17, 2026.

A draft of the Annual Plan is also available in print at your request by emailing hacai@haca.net or calling 510-727-8514. It will also be available for review Monday-Thursday 10:00am – 2:00pm, at the HACA office located at 22941 Atherton Street in Hayward. The HACAF office is closed every other Friday and on certain holidays.

While HACA welcomes review of the proposed updates to the Plan, you are not required to attend the public hearing to submit comments.
