5-Year Plan (FY 2025-2029) and Annual Plan (FY 2025) Public Comment and Public Hearing

The Housing Authority of the County of Alameda (HACA) is releasing the proposed 5-Year Plan (FY2025-2029) and proposed Annual Plan (FY 2025) for public comment.  The Plans are guides to HACA’s policies, programs, operations, and strategies for meeting local housing needs as follows:

5-Year Plan: July 1, 2025 to June 30, 2029

Annual Plan: July 1, 2025 to June 30, 2026

Staff has prepared the Plans, using HUD’s 5-Year Plan and streamlined Annual Plan templates. The Plans must be submitted to HUD by April 17, 2025.

Public Comment for both Plans: Friday, January 24, 2025, through Wednesday, March 12, 2025. Comments pertaining to the Plans may be submitted to hacai@haca.net or to:

The public may comment on one or both of the plans. All comments must be received by March 12, 2025.

While HACA welcomes review of the proposed updates to the Plans, you are not required to attend the public hearing to submit comments.

Alameda County Regional 2025 Analysis of Impediment to Fair Housing (AI) Public Comment and Public Hearing

Jurisdictions eligible to receive federal funding from housing and community development programs administered by the United States Department of Housing and Urban Development (HUD) are required to prepare a Consolidated Plan and Analysis of Impediments to Fair Housing which outlines demographics, jurisdictional analysis of impediments, conclusions and recommendations for fair housing activities. The Analysis of Impediments to Fair Housing (AI) is a planning document built on public participation and intergovernmental consultation.

The County of Alameda, as the lead agency, including the cities and housing authorities within the County are developing a regional AI. The Housing Authority of the County of Alameda (HACA) is participating in the regional AI and is releasing the proposed AI for public comment.

AI Summary

The purpose of the Regional AI is to gather data and community feedback, identify specific impediments or barriers to fair housing within Alameda County, and then to come up with viable solutions, or actions to address identified impediments.
